On June 5, representatives of the leading engineering universities of the country discussed the acute issue of Kazakhstan's energy sector—the shortage of qualified specialists in the field of heat power engineering—at the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev (Energo University).
During the meeting of the Republican Educational and Methodological Council (REMС), initiated by AUPET, several proposals were developed to address the problem of staff shortages. These proposals will soon be sent to the relevant ministries.
The Ministry of Science and Higher Education is proposed to consider the possibility of amending the Classifier of Specialties and Qualifications of Technical and Vocational Education under the specialty "0713-Electrical Engineering and Power Engineering" by dividing it into two profiles: "Electrical Engineering and Electric Power Engineering" and "Heat Power Engineering and Heat Technologies." This would allow applicants to specifically choose the heat power engineering direction during admission.
In addition, the Republican educational and methodological council recommends allocating a state educational order for training personnel with higher education in the educational program group (EPG) "162 Heat Power Engineering" for the entire period of study. This will enable the training of specialists in such promising areas as:
- design and operation of nuclear power plants;
- hydrogen energy;
- autonomous energy systems.
It is also proposed to increase and redistribute the state educational order for undergraduate programs between SEP "062 Electrical Engineering and Power Engineering" and SEP "162 Heat Power Engineering," favoring the latter.
Furthermore, representatives of the leading technical universities of the country, aiming to maintain the prestige of the energy specialist status and enhance the attractiveness of the "Heat Power Engineering" specialty, suggested considering the introduction of stimulating economic measures: increasing scholarships for undergraduate students in this field and allocating targeted educational grants from the Ministry of Energy of the Republic of Kazakhstan and regional Governor's Office.
