The Ministry of Labor and Social Protection of Kazakhstan has developed a package of measures to introduce visas in the republic for foreign businessmen-investors, scarce specialists, and leading foreign educational institutions.
A mechanism for attracting 100 best foreign specialists in professions that are often attracted and at the same time scarce for Kazakhstan will be provided. The task of these specialists will be the transfer of knowledge and training of Kazakhstanis employed in production.
The expansion of the country's educational infrastructure will be provided for the development of educational immigration in the Concept. the involvement of leading foreign educational institutions in the Academic Mobility program and the further development of the practice of two diploma education is a priority. It is also necessary to attract 100 best teachers in popular specialties and scientists in popular technologies. Long-term (up to 10 years) "Scientific and pedagogical visas" with the right to obtain a residence permit, and subsequently citizenship of Kazakhstan will be provided for foreign scientists and teachers.
The Ministry of Labor and Social Protection believes that the implementation of this task will increase the prestige of Kazakhstani higher education and science, the intellectual and creative potential of Kazakhstanis and, as a result, create conditions for the innovative development of the human capital of the Republic of Kazakhstan.
