The second rector of the Almaty Power Engineering Institute from 1985 to 1994, a Candidate of Engineering Sciences. During his tenure, the departments of Radio Engineering and Communication, as well as Economics and Management, were established, enabling the institute to begin training radio operators and communication specialists. The institute’s material and technical base was significantly strengthened. Two student dormitories with a total capacity of 1,000 residents were constructed, along with a two-story annex to Academic Building “A” and a economic yard.
