The third rector of the Almaty Power Engineering Institute from 1994 to 1996.

A Candidate of Engineering Sciences, a professor, and author of over 300 scientific works and fifteen inventions, he is a honored power engineer of the Republic of Kazakhstan, received recognition internationally. At various times, he served as the president of the Union of Power Engineers of Kazakhstan and the editor-in-chief of the journal Union of Power Engineers of Kazakhstan «Energetika».

Thanks to German Gennadyevich efforts, APEI established agreements with leading energy organizations for the development of commercial scientific projects and research. Modern laboratories and equipment were acquired under his leadership.
